Can my White Sheperd have only one puppy?

I have 2 all white pure breed german sheperds. The ***** went into heat and is due any day now however she is not really showing (getting big) her milk sacks are beginning to droop down some but no other real signs of her being preg. I was wondering if she is preg. is ia likely that she can only have one or two puppies in a litter.
