My tattoo doesn't seem like it has completely healed?

I got my tattoo about 3-4 weeks ago now and It doesn't seem to have healed properly. This is my second tattoo and it looks nothing like the one on my shoulder. my tattoo is my birthday in roman numerals XIV - VI - MCMXCI . The surface of the tattoo is sorta hardish and shiny sorta a bit like the scarred skin, and it looks wrinkly kinda. Ive done as much research as i could and cant seem to come to a conclusion to whats wrong. one other thing down the centre of some of the letters theres a thin dark line. does anyone know whats wrong?
