If the company ures you of benefits, and reality is you don' have benefits, are they reliable of fraud?

I been working for a company for nearly a year, after my ninety day probation, I was entitle to full benefits and a rise. And just a week ago, I needed to go to the dentist, and I come to find out that I was'nt even subscribed for health benefits. And to make matters worse I wasn't even given a raise because I was told I was subscribed to health benefits right away. And what made me mad was the fact that he turned it on me and said it was my fault. Is their anyplace I can report this unjustice to?
