Where can I go to be a settler?

Is there anywhere I can move in the world to be a settler (as opposed to an immigrant.) I mean, someplace where they need people to come and "settle the interior." Like I don't know, maybe somewhere in South America or Africa or Siberia... maybe not those specific areas but does anyone know of someplace that needs settlers?
