My dog keeps scratching, biting itself but it doesnt seem to have fleas?

Your dog could be allergic to her food! I would take her to a vet as soon as possible, and they can go over it with you, like what the common allergens are for dogs! I just had to take my dog to the vet for the same problem, and I just recently changed her food, and she's doing alot better now!
